Planning is the most fundamental task of management. An organization can succeed in its effective use of its human financial and physical resources only when its management decides to pursue its objectives and ways to achieve them. Without this, purposeful and coordinated efforts are not possible, and what results is the wastage of chaos, confusion, and resources.
The planning involves determining the objectives of the business, the formation of programs for their receipt and the course of action, development of the program and the timing of action and the responsibilities for their implementation. The plan is thus before all efforts and action because it is the plans and programs that determine the decisions and activities necessary to achieve the desired goals.
It is based on organizing, staffing, directing and controlling all other managerial works. In the absence of planning, it would be impossible to determine what the activities are needed, how they should be linked to jobs and departments, what types of decisions and actions will be responsible for, and how to coordinate various decisions and activities.
And, in the absence of organizing the above managerial activities, the staff cannot move forward, and directing cannot be used.
